Although they interact with THC and CBD compounds, terpene compounds do not contain cannabinoids like THC and therefore have little psychoactive effect on users, so they are not regulated under state or federal law. Many terpenes are "generally recognized as safe" (GRAS) by the FDA for use in consumables, and they are frequently used as such.
